Summary:
This position reports to the Executive Director of Regulatory Affairs & Special Counsel at UNC Health Care. The System Director provides system-level leadership, strategic planning and content expertise in regulatory affairs, with a focus on Certificate of Need (CON) and, to a lesser extent, licensure. The System Director understands the organization’s strategies and plays a critical leadership role in identifying ways to enable those strategies in the current regulatory market. The Director serves as an internal expert in Certificate of Need, mobilizing internal leaders and external support (lawyers and consultants) as needed to develop applications and other requests. This individual also serves as UNC Health Care’s liaison to the State of NC Certificate of Need and State Health Planning Agencies, participating on state committees and monitoring others, as appropriate. He/she monitors policy development and assures that organizational strategies are developed to capitalize on opportunities or threats these policies might present. He/she also advises on development of Master Facility Plans, and potentially leads them with support from other internal and external resources.
Responsibilities:

3. Strategic Leadership - Understands the organization’s strategies and plays a critical leadership role in identifying ways to enable those strategies in the current regulatory market. Partners with operational leaders and strategic planners to develop preliminary clinical programming for CON-related projects, including but not limited to regulated services, beds, medical equipment, clinics, and other project components. Closely monitors competitor activity in the CON and licensure domains, and identifies and communicates strategic implications for UNC Health Care.
4. Results Driven - Exceeds departmental and organizational goals and customer expectations. Makes decisions that produce high-quality results by applying knowledge, analyzing problems, and calculating risks. Delivers high-quality services and is committed to continuous improvement. Understands the overall financial performance of the organization and applies financial concepts and practices to establish and maintain realistic budgets. Uses financial information to monitor overall financial status of operations.
5. Expert advisor and external liaison – Serves as an expert consultant for CON regulations and interpretations for both internal and external constituents. Consults with the NC Hospital Association on regulatory and CON matters. Participates with State Health Planning Agencies in the development of the methodologies and policies for inclusion in the State Medical Facilities Plan, and in the development of health service specific application forms and administrative rules. Serves as a liaison to the State of North Carolina Certificate of Need (CON) Agency and State Health Planning Agencies. Represents UNC Health Care to local, regional, and statewide bodies in matters relating to health care facilities planning as needed. Monitors regulatory activities in the legislature and identifies strategic
opportunities.
6. Project leadership – Directs, develops and submits CON applications and other requests for regulatory determinations and interpretations including development of the following: need justifications; evaluation of relevant operational, financial, strategic, and clinical data; and, translation of data into required regulatory format for submission according to strict deadlines. Advises the Executive Director, System Vice Presidents, and other system executives in development of the master facility plan and its periodic updates, and participates in the University of North Carolina at Chapel Hill’s long-range master land use planning efforts. Serves on committees and task forces related to facility planning and University functions. Oversees and advises on completion of annual acute care Licensure Renewal Application forms, as necessary.

● Two years at a top tier consulting or law firm and four (4) years of other relevant work experience or seven (7) years of other relevant experience.
