Summary:
The Director, Surgical Services serves as the organizational leader for the Surgical Services Division. These departments include Pre-Anesthesia Testing (PAT), Anesthesia, Operating Room, Peri-Anesthesia Care (perioperative), Central Sterile, and Endoscopy. Directly reports to the Chief Nursing Officer for the provision of nursing care. Serves as an active participant and coordinator on the Department of Surgery Committee and Operating Room Committee. As the nursing administrative leader, the Director, Surgical Services shares 24-hour accountability for the departments supervised. Assists the Department Directors with planning, coordinating and directing the fiscal, staff and patient care activities to assure that standards of care and standards of practice are met as appropriate for the patient care needs and the age of the patient in as cost-effective manner as possible. The Director, Surgical Services is responsible for the integration of department(s) into the overall functioning of the organization.


Responsibilities:
1. Develops goals and objectives based on organizational goals and objectives.
a. Establishes and articulates a philosophy of nursing and patient care consistent with the mission and vision of Wayne UNC Health Care.
b. Ensures that surgical services standards of care and practice are consistent with other areas of nursing care.
c. Reviews, establishes, and revises policies, procedures, and standards related to surgical services.
d. Responsible for oversight / establishment of departmental budgets, resource allocation, operational plans, and policies for the departments.
2. Ensures the most effective operations of the department through program development, process improvement and coordination/integration of processes with other departments.
a. Facilitates integration of Surgical Services with nursing and other decision-making structures of the Hospital.
b. Establishes procedures to study the effectiveness of surgical services processes in relation to its objectives and cost. c. Collaborates with the area Schools of Nursing.
d. Keeps the Senior Vice President, Patient Care Services/CNO informed on status of departments and make recommendations, as necessary, concerning means of reducing operational costs, increasing revenues based on knowledge of market trends, operating procedures and reimbursement matters.
e. Represents surgical services in various meetings and organizations.
f. Coordinates and effectively communicates administrative functions with all Patient Care departments.
g. Designs, implements, and evaluates programs to maximize clinical outcomes, functional status, patient/customer satisfaction and reimbursement.
3. Defines and achieves financial targets in support of business goals.
a. Oversees the annual operating budget for Surgical Services, including direct labor, material and supplies, services, equipment maintenance and replacement.
b. Evaluates organizational functions and structures to best determine the allocation and utilization of resources. c. Analyzes and evaluates budget variance to determine cause.
4. Creates and exceeds service standards from knowledge of patient/customer expectations and best practices.
a. Participates in establishing service standards for the departments and ensures integration with the organizational service standards.
b. Ensures that the service standards established for the areas of responsibility department are met or exceeded.
c. Utilizes customer satisfaction, best practices and market information to improve customer service and satisfaction. d. Monitors performance against service standards.
e. Uses patient/customer satisfaction data to improve systems, processes and outcomes.
5. Identifies, establishes and evaluates performance improvement standards, programs, and procedures
a. Responsible for coordinating and ensuring compliance with all State/Federal and Joint Commission surveys and inspections.
6. In partnership with the SVP/CNO and Human Resources, makes recommendations on teammate hires, corrective actions, terminations, promotions and similar actions. Completes performance appraisals for the unit, completes teammate incident reports, and ensures correction of deficiencies.
7. Clinical/Technical Skills:
a. Demonstrate clinical expertise in the execution of the nursing process and the interdisciplinary plan of care.
b. Demonstrate knowledge relative to the types of patients, procedures, materials, and equipment incurred and utilized in acute inpatient and outpatient nursing services.
c. Knowledge of local, state, and federal standards, recommendations, laws, and regulations pertaining to nursing. d. Maintain competence in assigned clinical setting.
8. Performance Driven and Personal Effectiveness:
a. Exhibit ability to make timely and appropriate decisions based on analysis, experience, education, and

Other information:
Education
Bachelor’s Degree required in nursing, healthcare, business, or a related field

Licensure/Certification
Registered Nurse with current licensure in North Carolina required;
BLS and ACLS certification required.
CNOR or CPAN certification preferred.

Experience
Demonstrated leadership experience in Perioperative Nursing normally acquired through a minimum of 3 years relative work experience.

Knowledge, Skills and Abilities
Good problem solving, critical thinking and conflict management skills.
Leadership qualities, e.g., maturity, job knowledge, professionalism, communication skills, etc. to lead, guide and motivate others.
Good customer service, relationship building and interpersonal skills.
Ability to read, write and communicate effectively in English.
Proficient with MS Office and able to learn new software rapidly.

Valid NC Driver’s License: No
If driving a Wayne UNC Vehicle, must be 21 years old and MVR must be approved by Risk Management.
