Job Summary:

The Chief Operating Officer (COO) is a senior executive responsible for overseeing all operational aspects of the Federally Qualified Health Center (FQHC) subrecipient Pardee BlueMD. This oversight includes clinical services, administrative functions, compliance, and financial management, ensuring efficient delivery of quality healthcare to underserved and at-risk populations while adhering to FQHC regulations and maintaining the organization's mission and strategic goals; reporting directly to the CEO and works closely with other leadership teams to implement operational strategies and monitor performance across the health center. The COO will ensure appropriate team member, patient, and provider engagement in service delivery, project oversight, and decision making.

Responsibilities And Scope:

· Advance overall organizations knowledge of FQHC operations, HRSA compliance, and HRSA framework for Health Center engagement.

· Overseeing day-to-day operations of all clinic sites, including clinical staff, administrative teams, and support services. 

· Ensuring smooth patient flow, appointment scheduling, and access to care.

· Monitoring and optimizing operational efficiency across departments like registration, billing, care delivery and quality assurance.

· Collaborating with the CFO to forecast, develop and manage the FQHC budget, including revenue cycle management and cost control measures.

· Analyzing financial data to identify areas for improvement and cost savings as it relates to daily operations and value-based contracts.

· Monitoring compliance with billing codes and regulations related to Medicare and Medicaid reimbursement.

· Engages medical staff and operations leaders to ensure quality improvement initiatives are top of mind and that efforts enhance patient care and meet performance goals.

· Organizing teams to ensure clinical quality indicators and implementing corrective actions where necessary.

· Ensuring compliance with all applicable federal, state, and FQHC regulations, including HIPAA, CLIA, and OSHA.

· Align and engage with the FQHC (Blue Ridge Health) to ensure compliance with the Health Center requirements outlined by HRSA.

· Managing risk management activities and addressing potential compliance issues. 

· Leading and developing a high-performing leadership team.

· Overseeing staff recruitment, training, performance evaluations, and employee development. 

· Collaborating with the CEO and leadership team to develop and execute the organization's strategic plan. 

· Identifying opportunities for growth and expansion of services. 

· Building relationships with community partners and stakeholders to promote access to healthcare services and cooperative relationships that enable systems of care.

· Participating in outreach initiatives to engage underserved and at-risk populations Goals and Objectives.

· Spearhead efforts to ensure discipline and focus on revenue growth, productivity, expense management, and profitability. Achieve results aligned with budget.

· Oversee all clinical operations and patient services. Ensure operational efficiencies, standardization, and optimization efforts are successfully implemented.

· Identify, manage, and address provider concerns and support the organization's provider recruitment efforts aligned with Pardee BlueMD's targeted growth and revenue goals.

· Demonstrate a propensity to generate and develop a culture of creativity and innovation. Be seen as a thought leader who has an appropriate appetite for risk and who is open to trying new solutions to significant care delivery barriers.

· Maintain a sharp knowledge of industry trends, opportunities, and potential challenges. Leverage one's understanding of the market locally and more broadly to identify opportunities for Pardee BlueMD.

· Collaborate with community-based organizations in Hendersonville and the broader area. Approach opportunities to partner with others in a humble manner and in good faith in order to build strong relationships across the aisle to better address health and other social needs for patients and families.

Qualifications:

Required

· Graduate degree in business administration, public health, health care administration, management, or related field is required.

· Minimum of five years leadership experience at a Federally Qualified Health Center-designated organization is required.

· Extensive knowledge and experience interacting with HRSA, Health Center Project Officer, and HRSA processes/tools such as UDS and Electronic HandBook.

· Demonstrated track record of success as a leader in a complex organization.

· A track record of success working in an environment that values independent thinking, collaboration, transparency, mutual respect, and a shared passion for excellence and innovation.

· Experience in effectively integrating, rationalizing, and creating change in a complex healthcare environment.

· Demonstrated excellent provider and collegial relationships. Demonstrated experience in reputation and crisis management.

· A history of leading, developing, and mentoring strong, cohesive management teams that drive operational and clinical excellence.

· Strong financial acumen and business orientation.
