Job Description


The VP HR Operation directly supports the Chief Human Resource Officer by supporting the CHRO in enabling the CHRO to focus on strategic planning and goals of HR. Focusing on driving connections between the HR functions and elevating the level of service that HR functions provide the CHRO, this leader will manage many day-to-day operations of HR, drive collaboration between HR functions, and handle many HR issues before escalation to the CHRO or the business. This leader will also be responsible for Employee Relations and the HR Business Partner function, overseeing the policies and triaging as necessary.

Description of Job Responsibilities:
1. Strategic - Spearheads a metrics-based approach to evaluating the level of support and service that HR provides the business. Serves as a strategic advisor and thought partner to the CHRO and other HR leaders, providing strategic perspective related to human capital within UNCHCS. Defines and spearheads the UNC approach to employee relations. Builds relationships HR functional leaders, fostering connection and identifying areas of collaboration across the functions. Acts as the main point of contract for HR issues through the escalation process, providing advice and insight to triage issues before they reach the CHRO. Understands and supports a systematic view of the priorities within HR.
2. Operational - Consults with managers and employees on labor and employee relations inquiries. Enforces and communicates standardized HR policies and procedures to all stakeholders. Tracks metrics and create reports that evaluate the level of HR support for the business. Oversees and drives HR projects to completion, supporting the prioritization and actions of the HR PMO function. Provides oversight of HR related policies, procedures, and processes. Provides guidance and direction to HR functional leaders as they triage issues within their functions. Manages day-to-day operations within the HR function, overseeing the execution of HR functions as necessary to support the CHRO.
3. People Leadership- Serves as the people leader of HR operations function (e.g. business partners, employee relations, HR executives). Collaborates with other leaders throughout HR as necessary.


Education Requirements:
• Requires Bachelor’s degree.

Licensure/Certification Requirements:
• HR Management Certification/PHR/SPHR, preferred.

Professional Experience Requirements:
• Requires twelve years of progressively responsible Human Resources experience, with seven years in a leadership role.

Knowledge, Skills, and Abilities Requirements:
• Solves complex problems that may have a long-term impact on the business.
This position is employed by NC Health (Rex Healthcare, Inc., d/b/a NC Health), a private, fully-owned subsidiary of UNC Health Care System, in a department that provides shared services to operations across UNC Health Care. This is not a State employed position.
