Job Summary:

Oversees day-to-day activities of the assigned program for UNC Health Alliance. Responsibilities include planning and administration, managing financial development, monitoring and reporting program progress to ensure fulfillment of the program objectives.

 Initial program assignment is in support of NC Integrated Care for Kids (NC InCK).NC InCK is a child-centered local service delivery and state payment model aimed at improving the quality of care and reducing expenditures for children insured by Medicaid or CHIP (NC Health Choice). NC InCK aims to integrate services for children, including physical and behavioral health, food, housing, early care and education, Title V, child welfare, mobile crisis response services, juvenile justice, and legal aid.

The NC InCK model is serving children in 5 central North Carolina counties – Alamance, Durham, Granville, Orange, and Vance -- who are insured by Medicaid or CHIP (NC Health Choice) from birth up through age 20. A coalition of families and children in our NC InCK counties, Duke University, University of North Carolina at Chapel Hill (UNC), NC DHHS, and community partners are leading the model work. Description of Job Responsibilities:

The Program Manager oversees and provides operational and strategic guidance on the day-to-day activities of the NC InCK model, specifically co-leading the Care Integration and Data and Policy work streams through planning, advising, and reporting progress to ensure fulfillment of the program objectives.The NC InCK model engages stakeholders across several institutions – Duke, UNC and NC DHHS – to co-design a new model of integrating care for children on the state’s Medicaid and CHIP programs.

Ideal candidates for the Program Manager role will have experience leading and advising diverse teams and offering structure to help those teams move forward in their planning, design, and implementation. The Program Manager will also directly provide oversight and support to NC InCK’s team of Service Integration Consultants and work closely with the NC InCK Operations and Strategy Director to manage the progress of key team members in developing system level solutions for integrating the following services areas: clinical care, schools, early care and education, food, housing, child welfare, Title V, and mobile crisis response.

The Program Manager will support the appointed NC InCK Directors (Executive Director, Health Director, Policy Director, Care Integration Director, Population Health Director and Operations and Strategy Director) in successfully achieving all objectives of the NC InCK Care Integration and Data and Policy teams, by providing strategic management of key work streams, facilitating team meetings, touchpoints, and developing program documentation to ensure alignment on next steps, progress and success targets. Key areas of work may include:

­Oversight of the NC InCK Service Integration Consultant Team

­Enhancing coalition building across NC InCK communities

­Developing internal approaches to improve cross team communication and collaboration

­Leading cross functional teams across UNC, Duke and NCDHHS in operationalizing data sharing and NC InCK’s data strategy

­Facilitating NC InCK efforts to increase pediatric behavioral health capacity in the community

­Supporting the development of NC InCK’s Early Childhood and Kindergarten Readiness strategy

­Supporting the implementation of NC InCK’s School-Health partnerships

Core Functions of Program Management:

1.Strategic Planning: Interface with all NC InCK teams and workgroups and effectively communicate strategies, successfully elicit support, and provide assistance implementing those strategies.

2.Program Administration: Plan, coordinate, and lead activities of assigned model to include developing, implementing, and administering related procedures, processes, services, and systems.

3.Supervisory: Supervises team of work stream staff members. Manages program team strategy and maintains productive relationships with program sponsors and key stakeholders.

4.Analysis: Analyzes and resolves complex issues to maximize efficiency. Ensures all proper internal controls are in place to safeguard assets of the program and satisfies internal and external regulatory requirements. Develops and monitors operating and capital budget.

5.Communication and Relationships: Works with peers to identify and analyze opportunities for improvement. Implements processes to identify, develop, and ensure standardization decisions occur with minimal disruption to patient care or administrative activities and creating solutions.

6.Financial and Business Planning: Provides analytical and strategy support for the assigned program. Performs analytics, provides business insight into implications of findings, develops business plans, and recommends opportunities for improvement.

Education Requirements:

● Bachelor’s degree in Accounting, Business Administration, Public Administration, Finance, Health Administration or related field.

● Master’s degree in Accounting, Business Administration, Public Administration, Finance, Health Administration or related field preferred.

    Licensure/Certification Requirements:

    ● No licensure or certification required.

    Professional Experience Requirements:

    ● Five (5) years of program/project management experience required.
