The Operational Analytics Portfolio Manager (OAPM) facilitates the management of a portfolio of strategic, system-wide information and analytics outputs spanning value based contracts, quality improvement, clinical interventions, care redesign, population health, access to care and provider engagement initiatives. The OAPM will work directly with the UNC Health Alliance (UNCHA) Director, Analytics and Performance Improvement Collaboratives and the UNCHA analytics managers to successfully execute on reporting responsibilities and manage the comprehensive portfolio intended to meet the strategic priorities of the business. The OAPM often leads initiatives independently and must be capable of articulating needs from start to finish of the request. The OAPM should be well-versed in the build and management of reporting needs.

Job Responsibilities Include:

  • Assist with prioritizing business-reporting needs. Partner with third party vendor and UNC Health System stakeholders and teams to implement vendor solution data platform, suite of reports, and interactive tools for value based contract reporting and analysis
  • Assess and recommend resources and tools to leverage in order meet demand
  • Develop strategies to enhance analytics delivery such as overseeing and implementing documentation protocol for capturing report request requirements, capturing report attributes such as purpose and use case, as well as broader scope efforts such as developing a road map
  • Lead a team of stakeholders and SMEs in assessing analytics needs
  • Engage with the agile process and agile teams

Description of Duties Analytics Strategist and Lead:

  • Project Manager: As an independent or team contributor, timely and effective execution of well-scoped projects is critical to this position. Defines projects, develops project plans, and sets priorities for working teams. Uses foresight to keep projects focused and on track. Plans and facilitates meetings.
  • Analysis: Performs gap analyses that drive strategic and tactical planning for analytical asset development. Uses systems thinking and peer/customer collaboration to analyze and uncover root causes of complex issues and design improved solutions to maximize efficiency. May take on projects that require development and presentation of analysis. Assists with strategic thinking and road map development.
  • Risk Management: Champions processes to ensure data integrity and quality that safeguards against the risk of mis-analysis. Supports a team approach to QA’ing work developed by UNCHA Analytics Team
  • Communication and Building Relationships: Versatile leader equally fluent in communicating with senior executives and operations staff, in orchestrating multidisciplinary teams through discussions into system-wide decision-making. Demonstrates political savvy and strong emotional intelligence.
  • Strategic Planning: Interface with all UNC Health Care entities and effectively communicate strategies, successfully elicit support and provide assistance implementing those strategies. 


  • Bachelor’s degree in an appropriate discipline required.
  • Five (5) years of experience managing complex projects and/or programs required.
  • Proven ability to lead complex project initiatives, develop and implement program strategies, and manage multiple projects simultaneously.
  • Proven skill in managing multi-disciplinary, matrixed resources.
  • Excellent analytical and communication skills.
  • Ability to work well in a team environment.
  • Highly responsive to internal customers.

Preferred Qualifications: 

  • Basic understanding or exposure to Data Management and Reporting, Prior Health Care Experience, Value based health care contracting
  • PMP (Project Management Professional) certification
  • Program Management experience
  • Prior Epic Clarity, Caboodle, or workflow experience

This position is employed by NC Health (Rex Healthcare, Inc., d/b/a NC Health), a private, fully-owned subsidiary of UNC Health Care System, in a department that provides shared services to operations across UNC Health Care. This is not a State employed position.
