Program Managers are part of the UNC Health Alliance (“UNCHA”) Program Management office (“PMO”) and are responsible for overseeing strategic, system-wide business transformation and organizational development projects and programs, spanning value-based contracts, clinical interventions, data governance, care redesign programs, population health operations, practice quality, analytical development, network development, solution implementation, analytical consulting, and business enablement. Key responsibilities include stakeholder management, planning and administration, financial management, and reporting against strategic system goals.
Description of Job Responsibilities:
Responsibilities of this position include project planning and administration, communicating effectively at all levels of the organization, financial management, monitoring and reporting progress and creating an efficient and effective team environment by building strong relationships in a matrix environment. Experience with care/case management/coordination, and/or work with health care insurance companies on value-based care arrangements preferred.
Program Management – After a program has been implemented, the Program Manager will be accountable for all aspects of ongoing delivery, directing program managers, project managers, and stakeholder teams. Identify, escalate, and mitigate risks. Engage with organizational leadership, ISD and external business stakeholders and partners to proactively manage performance. Interface with all UNC Health Care entities to effectively communicate performance strategies, successfully elicit support and provide assistance implementing those strategies.
Project Management – Manage the evolution of assigned program, using PMI-based methodologies. Develop and maintain work plans, project schedules, ongoing deployment plans and close-out plans. Facilitate resolution of issues and manage risk. Track and manage time and budget against approved plan; manage and monitor established ROI. Report status up to and through C-level leadership. Identify, document and prioritize scope changes through change request process.
People Management – Exhibit a culture of collaboration and teamwork. Ensure the right people are at the table while driving seamless specification development for UNCHA initiatives. Define team roles and responsibilities for each program, managing expectations with resources for team member and stakeholder expectations; provide performance feedback to team members and resource managers as applicable
Communication and Relationships – Interface with UNCHA and UNC Health Care entities to effectively develop and execute communication management plans, and lead program meetings. Serve as a facilitator across the program, aligning amongst team members and stakeholders. Ensure the PMO leadership team, portfolio team, and program stakeholders are well informed about the performance, progress, and outcomes.
Knowledge Management – Oversee the effective capture, maintenance, and distribution of institutional knowledge related to activities and deliverables that are part of the program. Maintain documentation, including risks and issues logs, action items logs, and decisions logs, and capture lessons learned. Conduct program close-out activities, including obtaining necessary close-out approvals. Ensure standardization remains consistent.
● Bachelor’s degree in Accounting, Business Administration, Finance, Health Administration or related field.
● No licensure or certification required.
Professional Experience Requirements:
● Five (5) years of program/project management experience required.
