Job Description 

UNC Health Alliance is UNC Health’s statewide clinically integrated network, and is the primary vehicle created to transform health care delivery and payment models on behalf of over 3000 physicians, including community-based physicians with those owned and/or employed by UNC Health. UNC Health Alliance works closely with payers, employers, and physicians to manage quality, cost and access to care for those living and working in the organization’s service areas. 

Scope of Responsibilities 

The Director of the Program Management Office (PMO) is responsible for UNC Health Alliance’s overall program and project management function, providing leadership, coordination and management of the PMO processes and operations spanning value-based contracts, clinical interventions, data governance, care redesign programs, population health operations, practice quality, analytical development, network development, solution implementation, analytical consulting, and business enablement. The director functions in a leadership role, directing and managing UNC Health Alliance’s business initiatives, value-based contract performance, and driving organizational change. The primary responsibilities of the director include business planning, portfolio management, people management, program development and implementation, and communications and relationship building. This individual will work collaboratively with a variety of entities, administrative individuals, teams, clinicians and executives to implement business strategies, creating a culture of high performance and leading a team of managers, and project and/or program managers. This role is responsible for recruiting and developing staff including performance management and professional development, and may take on individual responsibility for key initiatives in the assigned portfolio. 

Portfolio management – Oversees a portfolio of programs and projects and develops and maintains project management methodologies, standards and tools in order to achieve UNCHA’s operational and financial goals. Develops and manages framework for issue resolution, risk mitigation and portfolio dashboard reporting, in order to provide unified view of progress and assist leadership in collectively analyzing and managing current and proposed initiatives. 

People Management and Leadership – Forms, drives and leads teams through a culture of collaboration and teamwork. Drive resource planning across the portfolio to ensure optimized use and effective leverage of project and program managers. Provide coaching and support to less experienced team members as necessary or appropriate. Project/Program managers on this team are responsible for maintaining stakeholder relationships and performance throughout the program lifecycle, including but not limited to: establish goals, objectives, and targets in line with organizational strategy; developing and analyzing performance through risk, issue, decision logs; translating program provisions into operational business rules; directing operational tactics and/or designing services to deliver intended outcomes; monitoring performance as well as profit and loss based on resource allocations to achieve results. 

Program development and implementation – Works directly with internal and external partners to develop and implement programs in health care delivery that support system needs and value-based care initiatives and contracts. Drive managed programs/projects to successful resolution on-time, on-budget, and with positive outcomes. Ensure the leadership team, stakeholders, staff, and all participants of the program/project are well informed about the scope, progress, and outcomes. Responsible for directing overall team strategy and ensure delivery toward all goals and deadlines. Communication and relationships – Acts as a key liaison between senior executives, hospital administrators, clinical and administrative staff, and external partners, and ensures a tight linkage between the organization's efforts and its business objectives. Serves as a key champion of the organization's value-care transformation priorities to internal and external constituents, including employers and payers, through formal and informal communications. 

Business planning – Provides analytical and strategic support for the evaluation of business opportunities and value-based care contracts. Performs analyses, provides business insight into implications of findings, develops business plans, and serves as a key champion for recommended opportunities regarding the same. 

Qualifications

Education Requirements:
● Bachelor's degree in business administration, computer science, computer engineering, systems analysis or a related field of study, or equivalent experience.

Professional Experience Requirements:
● At least seven years of experience in project management, budgeting, contracting, strategic planning, and vendor management in a hospital environment or other healthcare delivery organization. Master's degree in information systems, computer science, business administration, or related field may be substituted for two years of experience. PMP certified within 2 years if not currently certified. Advance knowledge in management practices.

Knowledge/Skills/and Abilities Requirements:

Strong knowledge and understanding of the healthcare industry. Substantial team coaching and leadership experience with a demonstrated ability to develop talent. Proven track record of successful project delivery in rapidly evolving and complex organizational environment. Ability to translate global strategy into short term accountabilities and bring initiatives to successful completion on time and within budget. Strong analytical, communications, leadership, and change management skills. Must possess excellent organizational and planning skills. Ability to develop and maintain excellent relationships with individuals across the organization. Strong team player who works collaboratively and is equally at ease with employees, peers and senior executives.
