Summary:

The
HCS Regulatory Research Coordinator
Physician Compliance works
collaboratively to safeguard the assets of UNC Health Care by performing
ongoing activities that ensure compliance with established policies and
regulatory or legal requirements. This role protects the operations of the
health care system by identifying and assessing risks and exposures and making
recommendations to minimize or eliminate those risks. The HCS Regulatory
Research Coordinator
Physician Compliance serves
the Physician Compliance Program, by overseeing relevant compliance policies
and procedures, conducting risk and gap analyses, researching regulatory
matters for compliance improvement or educational purposes and responding to
applicable inquiries received. Further, this role serves as the primary
resource for publicizing compliance efforts from within the department through
mediums such as email blasts, Intranet administration and attendance at
designated meetings. The work effort shall be done accurately, reliably and
efficiently across the health care system.


Responsibilities:
1. Oversight of Policies and Procedures - Creates and revises compliance-related policies for the UNC Health Care Physician Compliance Program to improve compliance with laws and regulations and government policies. Conducts supporting regulatory research and provides appropriate citations and formatting in accordance with UNC HCS Administrative Manual guidelines. Creates and revises procedural documents to govern the work of the Physician Complaince program within the Audit, Compliance and Privacy Services department. Procedures incorporate professional standards and regulatory requirements (e.g., OIG Seven Elements of an Effective Physician Compliance Program). Compares and contrasts entity-level policies at UNC Health and affiliates to assess system-level compliance with laws and regulations and facilitate creation of system-level policies impacting the Physiain Compliance Program
2. Assessment and Analyses of the Physicain Compliance Program - Evaluates or periodically reevaluates the control environment to adjust for internal changes, emerging issues and external developments in compliance. Compares UNC Health Care operations to regulatory requirements and best practices to identify opportunities for improvement. Assists the Executive Director of Physicain Compliance and Physician Compliance departmental leaders in creating annual work plans. Conducts supporting regulatory research to evaluate risk areas for audit.
3. Compliance Program Improvements and Education - Identifies relevant topics and works with leaders to achieve successful compliance training for employees and providers. Develops and may lead education programs that support compliance with policies, regulations, and sound business principles. Prepares documents summarizing regulatory requirements relative to operational areas. Provides practical tips for implementing regulations in the workplace, along with examples of compliant and non-compliant behavior.
4. Publication and Administration for Compliance Communications - Monitors relevant external compliance sources to summarize and disseminate key regulatory updates and changes affecting provider compliance across the health care system. Some sources include Report on Medicare Compliance, CMS / Contractor and OIG alerts and payer or industry publications such as MLN Matters articles and Medicaid Bulletins. May assist in updating information for the Audit, Compliance and Privacy Intranet and Internet sites.Works with the HCS Manager ACP Regulatory Education and the Physicain Compliance Executive Director, or designee, to periodically update and create materials to reflect regulatory and policy changes. Periodically reviews the sites to verify that all links and downloads function properly and that contact information is current. Updates the sites as necessary to incorporate customer feedback. Ensures that the website and supporting materials have a uniform format.
5. Inquiries, Investigations and Auditing - Responds to inquiries concerning the application of laws, regulations, and UNC Health Care policies impacting professional biling and regulatory compliance. Conducts supporting regulatory research and documents appropriate information, with citations, in a standard manner within designated systems. Responds to reported and potential violations of UNC Health Care and entity policies and healthcare regulations. Collaborates with other departments in the healthcare system (e.g., Purchasing, Internal Audit, Legal, and Health Information Management) to direct compliance issues to appropriate channels for investigation and resolution. As assigned, performs audits and monitors issues to ensure compliance with applicable statutory and regulatory requirements and UNC Health Care policies. Writes professional reports identifying issues and makes recommendations to leaders across the health care system for correction.
6. Compliance Support - Supports the Executive Director of Physiain Compliance by assisting with committee materials and updates, attends appropriate meetings and conferences which support the department and compliance across the health care system. Assists with determining department resource utilization needs for budget development.
7. Professional Development and Performance - Manages own time and resources to perform the required duties of the function in an efficient and effective manner, and in accordance with applicable professional standards. Acquires and maintains applicable certifications and/or memberships necessary to stay current on matters of compliance and healthcare related regulations in order to provide compliance services in an effective and efficient process. Identifies, documents, and measures specific goals

Education Requirements:
● Bachelor’s degree in an appropriate discipline.
Licensure/Certification Requirements:
● Effective July 1, 2016, all new hires must be credentialed in a health care compliance discipline (e.g., CHC, CHPC, CHRC) within 18 months from date of hire.
● If Juris Doctorate (JD) from an accredited university: No compliance certification required.
Professional Experience Requirements:
● Three (3) years of experience in compliance or relevant legal experience.
Knowledge/Skills/and Abilities Requirements:
● Strong communication and interpersonal skills. Ability to organize and prioritize work and meet deadlines. Expresses initiative, teamwork and a good attitude. Shows interest and self-motivation. Strong analytical, problem-solving and critical thinking skills.
